CNQP&KT - On the afternoon of December 15, in Hanoi, a delegation of the National Assembly led by Comrade Vuong Dinh Hue, Politburo member and Chairman of the National Assembly, visited and worked with the General Department of Defense Industry (GDDI) on the occasion of the 79th anniversary of the founding of the Vietnam People's Army and the 34th anniversary of the National Defense Day (December 22).
Attending the working session were General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; Party Central Committee members: Senior Lieutenant General Tran Quang Phuong, Vice Chairman of the National Assembly; Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense; Senior Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security. Also attending were Secretary General and Head of the National Assembly Office Bui Van Cuong and Chairmen of the National Assembly's Committees: National Defense - Security, Justice, Economy, Science - Technology and Environment; Head of the Delegation Work Committee of the National Assembly Standing Committee; Heads of the National Assembly delegations of the provinces: Cao Bang, Thai Nguyen, Ha Nam, Ninh Binh, Ha Tinh. Also attending the working session were Heads of the General Departments: Politics, Engineering, Logistics, General Department II; Heads of a number of functional agencies of the Ministry of National Defense and the Military Industry - Telecommunications Group (Viettel). On the side of the General Department of Defense Industry, there were leaders and commanders of the General Department; Lead and command the agencies and units under the General Department.
On behalf of the leadership and command of the General Department of Defense Industry, Lieutenant General Ho Quang Tuan, Director of the General Department, reported to National Assembly Chairman Vuong Dinh Hue and the working delegation on the outstanding results achieved by the General Department in the past time; the process of building the draft Law on Defense Industry, Security and Industrial Mobilization according to Resolution No. 89/2023/QH15 dated June 2, 2023 of the National Assembly. Accordingly, in the past time, the General Department of Defense Industry has performed well the function of state management of defense industry; promoted scientific research, product testing, gradually shifting from mastering the design and manufacture of weapons and technical equipment (VKTBKT) for infantry divisions to integrating systems for military branches and services. Currently, the General Department has mastered the technology of manufacturing and repairing over 90 types of weapons, equipment, and ammunition for the army; production of explosives - propellants for military use, such as TNT, Hexogen, propellants, pyrotechnics; mastering the technology of manufacturing low-altitude air defense weapons and many types of equipment and supplies; mastering the technology of building many modern military ships and repairing most types of military ships in the Army's payroll. The General Department also effectively implemented the policy of combining defense with economy, economy with defense, contributing to maintaining defense production capacity, ensuring jobs and income for workers. Some areas have built prestige and brands at home and abroad, such as: mechanical, chemical, industrial explosives production; electricity, electronics; building new economic ships for export... In 2023, the General Department's revenue is estimated at VND 29,147 billion, of which defense revenue is VND 11,305 billion, economic revenue is VND 17,842 billion; annual revenue growth is nearly 7%; The average income of workers reached 15 million VND/person/month. As the standing agency of the Drafting Committee for the Law on Defense Industry, Security and Industrial Mobilization, the General Department of Defense Industry has proactively coordinated with relevant central and local departments, ministries, branches, especially the committees and agencies of the National Assembly to develop the Draft Law dossier to ensure progress, quality, and proper procedures. At the recent 6th Session, the 15th National Assembly agreed on the necessity of promulgating the Law with political, legal and practical bases, especially specific policy mechanisms to fully institutionalize the Party's viewpoints and policies, meeting the task of building and developing the defense industry, security and industrial mobilization... Lieutenant General Ho Quang Tuan also recommended that the Chairman of the National Assembly and the agencies and committees of the National Assembly continue to direct and guide the General Department of Defense Industry to complete the Draft Law on Defense Industry, Security and Industrial Mobilization; Pay attention to increasing investment budget for the defense industry; increase charter capital to create conditions for defense industry enterprises to develop, contributing to improving competitiveness in the context of increasingly deep international integration.
At the meeting, chaired by General Phan Van Giang, a number of delegates expressed their opinions to clarify the role and results that the defense industry has achieved in the past time; especially the solidarity, self-reliance, and self-reliance in research and production of technical equipment and weapons to serve the Army in training and combat readiness; the close and effective coordination between the General Department of Defense Industry and Viettel Group in implementing defense industry development programs and projects. In addition, there were also some opinions suggesting creating favorable conditions in terms of capital sources, interest rates, and land use for military enterprises, especially those located in strategic areas or with overseas investments...

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue sent his best wishes to cadres, officers, professional soldiers, soldiers, defense workers and employees, and laborers in the Army on the occasion of the 79th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2023). To promote the development of the defense industry to meet the requirements of the tasks in the new situation, the National Assembly Chairman requested that the Ministry of National Defense, directly the General Department of Defense Industry, focus on leadership and direction to thoroughly grasp the Party's guidelines and resolutions, the State's policies and laws, effectively implement Resolution No. 08 dated January 26, 2022 of the Politburo on "Promoting the development of defense industry to 2030 and the following years"; increase investment resources for the construction and development of defense industry; promote research, design, manufacture, production, repair, improvement and modernization of military equipment and technical means. Prioritize research, design, manufacture and production of modern weapons, equipment and military equipment; develop and integrate smart weapons and weapon complexes, increase mobility, automation and day and night combat capabilities; Promote digital transformation and apply achievements of the Fourth Industrial Revolution, towards mastering basic and core technologies. Combine the task of building and developing the defense industry in the national industrial development strategy. Research, develop and implement a good coordination mechanism between ministries, branches and localities to ensure the development of the defense industry. Prioritize the development of dual-use specialties and fields that are the strengths of the defense industry; focus on developing a number of key specialties and fields based on new and modern technologies to gradually transfer technology to civilian industry... National Assembly Chairman Vuong Dinh Hue supports the increase in charter capital for military enterprises and suggests that central ministries and branches pay special attention to and create conditions to help the Army carry out tasks of developing the defense industry in a proactive, self-reliant, self-reliant, dual-use, modern, closely linked direction and become the spearhead of national industry.

Regarding the content of the Law on Defense Industry, Security and Industrial Mobilization, National Assembly Chairman Vuong Dinh Hue highly appreciated the proactiveness and timeliness of the Ministry of National Defense and the General Department of Defense Industry in absorbing the opinions of the reviewing agency as well as the conclusions of the National Assembly Standing Committee; at the same time, he supported the specific mechanisms and policies proposed by the Ministry of National Defense and the General Department of Defense Industry in the draft Law on Defense Industry, Security and Industrial Mobilization; requested the Ministry of National Defense and the General Department of Defense Industry to carefully study the contributions of National Assembly deputies; organize seminars, workshops, and consult experts and scientists to fully stipulate specific mechanisms and policies, while ensuring feasibility and effectiveness in implementation. The National Assembly Chairman emphasized that the Party and State leaders and he himself always put full trust in the defense industry, believing that cadres, workers and employees will promote tradition, strengthen solidarity and constantly innovate to successfully complete all assigned tasks.
