General Phan Van Giang emphasized the necessity of promulgating the Law on Defense Industry, Security and Industrial Mobilization, in order to meet the practical requirements of defense industry, security and industrial mobilization tasks in the new situation, ensuring consistency and synchronization with relevant legal regulations.
Accordingly, in the past time, the National Assembly has passed many laws and resolutions affecting the defense industry, security and industrial mobilization such as: Constitution 2013, Law on National Defense 2018, Law on People's Public Security 2018, Law on Public Investment 2019,... requiring the development of laws to regulate and enhance the legality of regulations on defense industry, security and industrial mobilization to ensure consistency and unity in the legal system.

General Phan Van Giang also said that the draft law also ensures the inheritance and development of current legal provisions on defense industry, security and industrial mobilization that have been tested in practice and are still suitable; at the same time, it adds new issues to resolve the contents of defense industry, security and industrial mobilization arising in the current period and the following years.
"Ensure close connection and maximize the capacity of the defense industry and the security industry; do not duplicate investment; what the defense industry can and has done, the security industry will not invest in and vice versa. At the same time, selectively research and refer to the laws and experiences of a number of countries suitable to Vietnam's conditions and practices on the organization and operation of the defense and security industry and industrial mobilization; international laws and treaties to which Vietnam is a member," General Phan Van Giang added.
Building and developing a self-reliant, modern, dual-use defense and security industry
Representative of the inspection agency, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi agreed on the necessity of promulgating the Law on National Defense Industry, Security and Industrial Mobilization as stated in the Government's submission to fully institutionalize the Party and State's policies and guidelines on the development of the national defense industry, security and industrial mobilization; overcome the limitations and shortcomings after 15 years of implementing the National Defense Industry Ordinance, 20 years of implementing the Industrial Mobilization Ordinance and the practice of developing the security industry since the 11th Party Congress to date; to create a complete and feasible legal corridor, contributing to firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland, maintaining political security, social order and safety, maintaining a peaceful and stable environment for the country's sustainable development.
The Chairman of the National Assembly's Committee on National Defense and Security also assessed that the draft law dossier submitted by the Government was basically in accordance with the provisions of the Law on Promulgation of Legal Documents, many contents were carefully and meticulously researched and prepared, and qualified to be reported to the National Assembly for consideration and comments, but it is necessary to research, continue to review, and fully supplement the draft detailed regulations, and further assess the impact on costs and budget to ensure feasibility.
The content of the draft law, according to the Chairman of the National Assembly's Committee on National Defense and Security, is also basically consistent with the Party's guidelines and policies, consistent with the Constitution, ensures consistency in the legal system and basically ensures feasibility.
