(Bqp.vn) - On the morning of December 29, in Hanoi, the Central Military Commission and the Ministry of National Defense held the 2023 Military-Political Conference for the entire army. Comrade Vo Van Thuong, Politburo member and President attended and directed the conference.
General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference. Attending the conference were General Luong Cuong, Politburo member, Standing member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army.
Attending the conference were members of the Party Central Committee, members of the Central Military Commission, Deputy Ministers of National Defense: Senior Lieutenant General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army; Senior Lieutenant General Vo Minh Luong.
Also attending the conference were leaders of Central Committees, Ministries and branches; members of the Central Military Commission, Head of the Ministry of National Defense, Head of the General Staff, Head of the General Department of Politics of the Vietnam People's Army; and commanders of agencies and units under the Ministry of National Defense.
At the conference, delegates focused on discussing and evaluating the results of military and defense tasks in 2023; determining directions, tasks, and solutions to carry out tasks in 2024.
In 2023, the Central Military Commission, the Ministry of National Defense, Party committees and commanders at all levels will always uphold the principles of leadership and direction of the entire army to be united, unified, and determined to strive and successfully complete all assigned tasks. Notably: Strictly maintain the combat readiness regime, grasp the situation, proactively advise the Party and State to promptly and effectively handle situations, avoid being passive or surprised; firmly protect sovereignty and territory; coordinate to maintain security and order nationwide.
Proactively research and propose many major policies and guidelines on military and national defense to ensure synchronization, unity, and suitability with reality; advise on the quality completion of the 10-year summary of the implementation of Resolution 8 of the 11th Central Committee and promulgate Resolution 8 of the 13th Central Committee on the Strategy for National Defense in the new situation. Submit to the National Assembly for approval the Law on Civil Defense; the Law on Management and Protection of National Defense Works and Military Zones; give opinions on the draft Law on National Defense Industry, Security and Industrial Mobilization with high approval.
Directing the organization and quality of drills, focusing on cyber warfare drills of Command 86, defensive combat drills, offensive campaign drills, defense area drills of provinces and cities, especially live-fire tactical drills of Army Corps 12 right after its establishment, with many new and practical contents, thereby improving the level of command organization, assurance and coordination capabilities of forces to meet the task of protecting the Fatherland in new conditions.
Proactively planning and promptly mobilizing tens of thousands of troops, militia and self-defense forces and thousands of vehicles for disaster prevention, search and rescue; participating in helping Türkiye overcome the consequences of the earthquake, leaving a good impression in the hearts of international friends.
Seriously, resolutely, synchronously and effectively deploy the "Five-year adjustment of force organization" to meet the requirements of building a lean, compact and strong Army according to the Resolution of the Politburo on the organization of the Army for the period of 2021 - 2030 and the following years. Newly establish, dissolve, transfer, merge and reorganize more than 1,000 organizations from battalion level and equivalent to corps level; including dissolving 11 vocational colleges, dissolving Army Corps 1 and 2, establishing Army Corps 12. Qualifiedly complete the settlement of demobilization and recruitment in 2023. Arrange and consolidate 100% of reserve mobilization unit focal points...
Training and education work is closely led and directed; attention is paid to ensuring material resources, innovating content, methods and training and fostering cadres. The quality of training and education has many changes, progresses, and is close to practical tasks; soldiers are proficient in using and mastering weapons and equipment in their establishment. Organizing competitions and sports events at all levels is practical and safe; helping Cambodia successfully host the 32nd SEA Games. Domestic and international sports competitions, especially the 32nd SEA Games, sniper competition, ASEAN Army volleyball tournament, national athletics championship, football, volleyball, and unarmed combat tournaments for the entire army have achieved many outstanding results, winning nearly 750 gold medals, breaking 44 national records and many international records.
Building a comprehensively strong unit that is "exemplary and typical" to achieve new progress, strictly maintaining discipline and order. Academies and schools have well implemented the motto "The training quality of the school is the unit's combat readiness capacity". Organizing strict enrollment, ensuring quality and meeting targets. Paying attention to training the team of teachers and educational managers. In 2023, 50 comrades were awarded the title of professor, associate professor, dozens of teachers were awarded the title of People's Teacher, Excellent Teacher.
