CNQP&KT - On the afternoon of September 29, under the chairmanship of Lieutenant General Ho Quang Tuan - Director of the General Department, the General Department of Defense Industry (GDI) held a Conference to approve the Regulations on management of industrial explosives and explosive precursors.
Attending the conference were Major General Pham Thanh Khiet, Deputy Director of the General Department of Defense Industry; heads of a number of functional agencies of the General Department; leaders and commanders of industrial explosives production and trading units under the General Department.
According to information from the Conference, the promulgation of the Regulation on management of industrial explosives and explosive precursors aims to create unified management of industrial explosives and explosive precursors in the General Department, comply with the provisions of law and regulations of the Ministry of National Defense; maximize the capacity and investment efficiency of units, enhance competitiveness in the market; manage investment and develop industrial explosives and explosive precursors in accordance with the General Department's strategy, in line with the national chemical industry development strategy; strictly manage the types, specifications, quantity and quality according to standards for industrial explosives and explosive precursors. The Regulation on management of industrial explosives and explosive precursors in the General Department of Defense Industry consists of 8 chapters and 27 articles. In which, the management contents include: planning and investment; research, production, business, export and import; preservation, transportation, delivery, use and destruction; safety work, compliance with regulations on security, order, fire prevention and fighting, environmental protection; reporting and inspection regime; responsibilities of agencies and units in managing VLNCN and TCTN activities in the General Department. The Regulation also stipulates that the subjects of application are agencies, units and individuals in the General Department participating in VLNCN and TCTN activities. In addition, the Regulation also clearly states that after coming into effect, previous regulations will be abolished...
At the Conference, opinions unanimously agreed that the issuance of the Regulations was necessary, as a basis for units to better coordinate with each other in their activities; at the same time, basically unifying the contents mentioned in the Regulations. Representatives of the units also contributed some opinions to perfect the Regulations and listened to the competent agencies of the General Department clarify some articles in the Regulations.
Speaking at the Conference, Lieutenant General Ho Quang Tuan praised the agency that developed the Regulation and highly appreciated the sense of responsibility of the units that participated in contributing ideas to build and perfect the Regulation. The Chairman stated that the promulgation of the Regulation is inevitable because this is a requirement of the Ministry of National Defense and to synchronize with other regulations in the activities of the General Department; at the same time, he requested the General Staff to absorb the opinions, study and amend accordingly, promptly complete and submit to the Head of the General Department for signing and promulgation. Lieutenant General Ho Quang Tuan also noted that in the process of implementing the Regulation, if there are any shortcomings, they need to be promptly supplemented, adjusted and perfected. The units promote the spirit of solidarity to increase competitiveness in the market; review the organization of production to achieve high efficiency and ensure absolute safety; focus on expanding the export market for this product.
