Implementing Instruction No. 10522/HD-TM dated October 17, 2023 of the General Department of Defense Industry guiding the implementation of the Law Day of the Socialist Republic of Vietnam in 2023.
In order to respond to and implement the Law Day of the Socialist Republic of Vietnam in 2023 (Vietnam Law Day) practically, effectively, meaningfully, and realistically, associated with the implementation of Law Day in the army. The Defense Industry Technical Economic Corporation has responded to and implemented the "Law Day of the Socialist Republic of Vietnam in 2023 practically, effectively, meaningfully, and realistically" associated with the implementation of Law Day in the army.
Along with the construction and completion of the legal system, the work of disseminating and educating the law, bringing the law into life has become an urgent requirement, which needs to be carried out regularly, continuously and effectively with many appropriate forms and measures. Vietnam Law Day is one of the specific forms and measures to meet that requirement.
I. The birth of Vietnam Law Day:
Vietnam Law Day originated from a local initiative. Based on the need to diversify forms of legal dissemination and education (LEP), the provinces of Ha Tay (formerly), Tien Giang, and Long An have organized and implemented this model as a day of concentrated legal activities for officials, civil servants, public employees, and people to study and learn about the law. From this model, in 2010, the Government's Coordination Council for Legal Dissemination (now the Central LEP Coordination Council) guided its replication nationwide.
On June 20, 2012, at the 3rd session, the 13th National Assembly passed the Law on Legal Dissemination. Article 8 of the Law on Legal Dissemination stipulates that November 9 of each year is the Law Day of the Socialist Republic of Vietnam (Decree No. 28/2013/ND-CP dated April 4, 2013, specifically stipulating the content, form and responsibilities of agencies and organizations in organizing the implementation of Vietnam Law Day).
II. Purpose and meaning of Vietnam Law Day:
1. Respect for the Constitution and the law:
Vietnam Law Day is held annually to honor the Constitution and laws, promote the value of the Constitution and laws in the rule of law state, and educate people in society about the rule of law. With that meaning, in response to Vietnam Law Day, agencies, units, and localities focus on completing tasks related to the work of building and perfecting the legal system associated with law enforcement, while all organizations and individuals research and learn about the law, contributing to bringing legal provisions into life.
2. Building trust, feelings, and attitudes in accordance with the law:
By honoring the Constitution and laws, activities in response to Vietnam Law Day build trust, feelings, attitudes, and behaviors in accordance with legal regulations, raising awareness of law protection among all people.
Vietnam Law Day is organized to raise awareness, legal consciousness, voluntary compliance with the Constitution and laws, actively participate in protecting the law; encourage the whole society to strictly enforce the law.
3. Towards building a legal culture in the whole society:
Legal culture is expressed daily in all areas of activity of the State, individuals and society. To form a legal culture, it is necessary to build a legal lifestyle. Vietnam Law Day contributes to building a legal lifestyle, creating a habit of voluntarily implementing and behaving according to the law and raising legal awareness of each person.
November 9 is considered a political and legal event of profound humanistic and social significance; a landmark, a red thread connecting throughout, with a profound influence in the community. On that basis, remind and educate cadres, civil servants and public employees to be exemplary, voluntarily comply with, implement and protect the Constitution and the law.
Realizing the above issues, in recent times, the work of disseminating and educating the Law (PBGDPL) at the General Corporation of Defense Industry and Technology has always been closely, seriously, and focusedly directed by the unit's leaders and commanders with the specific nature of the activity, in accordance with the functions, tasks, and management objects. The Corporation has implemented PBGDPL through various forms of propaganda, such as: Sending internal radio broadcasts, billboards, legal talks, etc. The construction and exploitation of bookcases and legal book shelves have been carried out in a systematic and effective manner; documents and books on law are abundant and suitable for each object. Thanks to that, the amount of legal information reaching cadres and employees is increasingly rich and diverse; the awareness of cadres and employees about State law, military discipline, and regulations of the unit has been raised, contributing to the successful completion of all assigned tasks.
To organize the Law Day in 2023, the Defense Industry Economic and Technical Corporation (GAET) issued Instruction No. 4242/HD-TCTKTKT dated October 30, 2023 on the Implementation of the Law Day of the Socialist Republic of Vietnam 2023 to the entire unit./.
