On the morning of May 31, at Factory Z111, the General Department of Defense Industry held the official session of the 9th Congress of Delegates of the General Department of Defense Industry's Trade Union (2023-2028). This is the Congress selected by the Central Military Commission Standing Committee and the Ministry of National Defense, assigned to do first to gain experience for the units under the Central Military Commission and the Ministry of National Defense in the Northern region.
Lieutenant General Nguyen Van Gau, member of the Party Central Committee, Deputy Director of the General Department of Politics of the Vietnam People's Army attended and directed the congress.
Attending the congress were comrades: Phan Van Anh, Vice President of the Vietnam General Confederation of Labor; Lieutenant General Ho Quang Tuan, Deputy Secretary of the Party Committee, Director of the General Department of Defense Industry; Lieutenant General Nguyen Manh Hung, Secretary of the Party Committee, Political Commissar of the General Department of Defense Industry; representatives of functional agencies of the General Department of Politics of the Vietnam People's Army; representatives of political agencies, heads of departments, mass work committees, union assistants of 43 units under the Central Military Commission, the Ministry of National Defense stationed in the North... and 197 delegates representing more than 220,000 cadres, union members, and workers in the General Department of Defense Industry.
The political report presented at the Congress affirmed: Over the past 5 years, the workers' movement and trade union activities of the General Department have fully completed the goals and targets set out in the Action Program of the 8th Congress of the General Department of Defense Industry Trade Union (2018-2023). Trade union activities have many innovations in content and form, developed comprehensively, achieved practical results, and contributed significantly to the completion of the political tasks of each agency, unit, enterprise and the General Department.
Emulation movements have been effectively implemented, focusing on the movements of "Good workers, creative workers", "Green, clean, beautiful, ensuring occupational safety and hygiene", "5 best, 3 no" ... which have been concretized into models and tasks bearing the unique mark of the General Department's trade union organization. From the emulation movements, there have been 14,018 topics, initiatives, and solutions owned by union members and workers, contributing to improving labor productivity, bringing more than 200 billion VND in benefits to the agencies, units, and enterprises of the General Department. The General Department of Defense Industry Trade Union is one of the leading units in the entire army in terms of the number of topics and initiatives participating in and winning the Program "75 thousand initiatives, overcoming difficulties, developing"; Program "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic" launched by the Vietnam General Confederation of Labor...
Through the emulation movement, many trade union organizations have been commended by the Vietnam General Confederation of Labor, the Minister of National Defense, and the Minister of the General Department of Politics; many cadres, union members, and workers have been honored and awarded the Nguyen Duc Canh Prize, the Nguyen Van Linh Prize, and hundreds of individuals have been awarded the Certificate of Creative Labor...
Along with doing a good job of encouraging and motivating union members and workers to actively perform their tasks, the union organization also performs well the function of caring for and protecting the legitimate rights and interests of workers.
With the slogan of action "Democracy, solidarity, innovation, development, building a strong General Department of Defense Industry Trade Union, contributing to building a proactive, self-reliant, self-reliant, dual-purpose, modern defense industry"; at the congress, delegates enthusiastically discussed, objectively and seriously evaluated the achieved results, pointed out the limitations, shortcomings, causes, and drew lessons from the workers' movement and General Department trade union activities in the period of 2018-2023.
The Congress identified three breakthroughs; reached high consensus on the directions, goals, tasks and main solutions of the workers' movement and trade union activities of the General Department for the period 2023-2028 and issued a resolution on the Action Program of the General Department of Defense Industry's trade union for the next 5 years.
The Congress focused on research, discussion, and actively contributed many quality opinions to the draft Report of the General Department of Politics of the Vietnam People's Army to the 10th Congress of the Military Trade Union and participated in contributing to amending the charter of the 12th Vietnam Trade Union.
In order for the workers' movement and trade union activities of the General Department of Defense Industry to achieve high efficiency in the coming years, in his speech directing the Congress, Lieutenant General Nguyen Manh Hung emphasized: In the coming years, on the basis of strictly implementing the directives and resolutions of the Party and the Central Military Commission on innovation in the organization and operation of the Trade Union in the new period; trade union organizations will promote the emulation movement "Good workers, creative workers", associated with the Emulation Movement to Win and campaigns, focusing on breakthroughs in key tasks, weak links, and difficult tasks, creating motivation to promote the excellent completion of political tasks of agencies and units. Do a better job of caring for and protecting the legitimate and legal rights and interests of union members and workers; promote the welfare program for union members, especially issues related to housing, kindergartens, and health care; focus on building a team of union cadres with qualifications, capacity, responsibility for work, and steadfastness in the face of all difficulties and challenges. Continue to innovate and improve the quality of organization, methods and effectiveness of trade union activities to suit the new situation.
On the afternoon of May 31, the Congress completed all the contents of the proposed program. The Congress elected a delegation to attend the 10th Congress of the Military Trade Union (2023-2028), including 22 official delegates and 3 alternate delegates.
Speaking at the conference, Lieutenant General Nguyen Van Gau highly appreciated the leadership and direction of the Party Committee and the General Department of Defense Industry in directing the implementation of the program and plan to organize the 9th Congress of Trade Union Delegates of the General Department of Defense Industry (2023-2028) to ensure strictness, compliance with procedures and principles. The conference process closely followed the program, ensured the scheduled time, and successfully completed the proposed contents. The election work was carried out democratically, objectively, strictly, and in accordance with procedures. On the basis of agreeing on a number of main contents, Lieutenant General Nguyen Van Gau requested agencies and units to do a good job of preparation; at the same time, study and learn from the preparation work as well as the organization process of the General Department's congress to flexibly apply it in accordance with the characteristics and tasks of their units to well organize the congresses of trade union delegates of the units in the coming time.

* Also on the afternoon of May 30, delegates offered incense to commemorate President Ho Chi Minh and heroic martyrs at the historical site of Ham Rong Bridge; participated in putting up a sign for the "Artificial turf football field" project of the Z111 Factory Union to welcome the Congress.
* On the evening of May 30, a ceremony was held to honor 52 outstanding union chairmen and union members in the General Department of Defense Industry for the 2018-2023 period.
