Attending the congress were: Senior Lieutenant General Truong Quang Khanh, former member of the Party Central Committee, former Deputy Minister of National Defense; Lieutenant General Tran Van Vuong, Deputy Head of the Central Military Commission's Inspection Commission; delegates who are Vietnamese Heroic Mothers, Heroes of the People's Armed Forces; leaders of the Central Emulation and Reward Committee; and delegates from the functional agencies of the Ministry of National Defense.
On the side of the General Department of Defense Industry, there were comrades: Lieutenant General Nguyen Manh Hung, Party Secretary, Political Commissar of the General Department of Defense Industry; Lieutenant General Ho Quang Tuan, Director of the General Department of Defense Industry; leaders, former leaders, and commanders of the General Department of Defense Industry through the periods; delegates who were commanders of agencies and units under the General Department of Defense Industry and 110 delegates representing typical and advanced collectives and individuals in the General Department's International Training Movement in the period of 2019 - 2024.
The central report presented by Major General Le Ngoc Than, Chief of Politics of the General Department of Defense Industry, stated: Over the past 5 years, despite facing many difficulties and challenges, the General Department of Defense Industry has made many efforts, implemented synchronously, resolutely and comprehensively completed tasks, some of which were breakthroughs.
Notably: The General Department has proactively performed well the function of advising on state management of defense industry. Mobilized and effectively used resources to invest in facilities, infrastructure, high-tech production lines, and improved the capacity to research and produce defense and economic products. Successfully organized the Vietnam International Defense Exhibition 2022, attracting the participation of more than 170 defense and security enterprises from 30 countries. Effectively implemented many key programs, projects, and plans, enhancing the potential of defense industry; promoted research and application of science and technology with nearly 9,000 technical initiatives effectively applied in practice.
Speaking at the congress, on behalf of the Central Military Commission and the Ministry of National Defense, Senior Lieutenant General Pham Hoai Nam commended and congratulated the outstanding achievements of the General Department of Defense Industry and the advanced models and good people in the International Emulation Movement over the past 5 years. In order for the International Emulation Movement in the General Department to develop more deeply and effectively, Senior Lieutenant General Pham Hoai Nam requested the Party Committee and commanders of the General Department of Defense Industry to continue to thoroughly implement President Ho Chi Minh's patriotic emulation ideology, the policies and directions of the Party, the State, the Central Military Commission, and the Ministry of National Defense on emulation and commendation work. Focus on emulation to build clean and strong Party committees and organizations at all levels, associated with strong and comprehensive agencies and units, exemplary models; take care to build a contingent of cadres at all levels in the spirit of "7 dares" and well implement "5 determinations, 5 proactiveness" as directed by General Secretary Nguyen Phu Trong.
Immediately after the Congress, the General Department and its affiliated agencies and units need to proactively develop action plans and programs to specify the directions and tasks identified by the Congress. In the immediate future, from now until the end of 2024, well organize the peak emulation campaign "Proud of tradition, continuing achievements, worthy of Uncle Ho's soldiers", activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day, the Vietnam International Defense Exhibition in 2024, and prepare well in all aspects to successfully organize Party Congresses at all levels towards the 14th National Party Congress.
