November 9th is the Law Day of the Socialist Republic of Vietnam, held to honor the Constitution, the law, and educate people in society about the rule of law. However, not everyone understands this day clearly. Let's find out through the following article!
In social life, law plays a particularly important role, both as an effective tool for state management and as a safe, reliable and favorable legal corridor for socio-economic development. Along with the continuous development and improvement of the legal system, the work of disseminating, educating about law, and bringing law into life has become an urgent requirement, which needs to be carried out regularly, continuously and effectively with many appropriate forms and measures. Therefore, November 9 every year is considered the Law Day of the Socialist Republic of Vietnam. It is a day held to honor the Constitution, the law, and educate the awareness of the rule of law for everyone in society. At the same time, it raises people's awareness of the role of law in life, enhances understanding of law and the ability to enforce law in state management activities, socio-economic activities and daily life of people.
If October 10 was chosen as Vietnam Lawyers' Day due to Decree 46/SL on the organization of lawyers' associations signed by President Ho Chi Minh on October 10, 1945, November 9 was chosen as Vietnam Law Day because this was the day the first Constitution of the Socialist Republic of Vietnam was passed by the 1st National Assembly (November 9, 1946).
The first Constitution was of extremely special significance, thoroughly demonstrating Ho Chi Minh's spirit and ideology on building a rule-of-law state of the people, by the people and for the people. Speaking at the closing session of the 2nd session of the 1st National Assembly, President Ho Chi Minh emphasized the event of the Constitution's adoption: "This is the first Constitution in the history of our country. That Constitution is also a historical vestige of the first Constitution in this East Asian world. The Constitution declared to the world that Vietnam was independent. The Constitution declared to the world that Vietnamese women were on an equal footing with men to enjoy all the freedoms of a citizen. The Constitution expressed a spirit of close solidarity among the Vietnamese people and a spirit of integrity and fairness among the classes." Up to now, although there have been 05 Constitutions and the Constitution currently in effect is the 2013 Constitution, the significance of the day the first Constitution was promulgated is still highly respected. This is also the reason why the Law on Dissemination and Education of Law 2012 stipulates that November 9th of each year is the Law Day of the Socialist Republic of Vietnam. Accordingly, Article 8 of this Law stipulates as follows:

3. The meaning of Vietnam Law Day 9/11
Vietnam Law Day is organized to create a new step in improving the effectiveness of legal propaganda, dissemination and education - a part of political and ideological education and a regular task of the entire political system at all levels and sectors with the ultimate goal of supporting and creating conditions for all individuals and organizations to know how to use the law as a means and tool to protect their legitimate rights and interests, those of the state and society.
Firstly, Vietnam Law Day was established to uphold the Constitution and the law, promote the value of the Constitution and the law in the socialist rule of law state, and educate the awareness of the rule of law for everyone in society. With that meaning, all organizations and individuals focus on researching and learning about the law, contributing to bringing the provisions of the law deeply into life, thereby spreading so that every day of the year is Law Day.
Second, building trust, feelings, attitudes and behaviors in accordance with the provisions of the Constitution and the law. The laws of our country ensure the principles of fairness, transparency, recognition, protection and guarantee of the rights and interests of each individual and the harmony of interests in society. Law Day is organized to honor the Constitution and the law; build trust, feelings, attitudes and behaviors in accordance with the provisions of the legal system, and awareness of protecting the law among all people.
Third, promoting human values, building personality creates the sustainability of legal awareness, discipline, and the law. This day was created to promote the sense of mastery, respect for discipline, freedom within the framework of the law, respect for good moral values; sense of responsibility, civic duty, patriotism, fostering awareness and capacity to preserve and promote national cultural values, and absorb the quintessence of human culture. These factors are key to creating the sustainability of legal awareness that Vietnam always strives for.
Fourth, improve the effectiveness of law building, dissemination, education and enforcement, meeting the requirements of building a rule-of-law state of the people, by the people and for the people.
It can be said that Law Day has a profound educational significance in promoting the value of law in a rule-of-law state, guiding all organizations and individuals to have a positive attitude in implementing the law, promoting the rights as well as responsibilities and obligations of each individual in studying, understanding the law and voluntarily complying with the law. Thereby contributing to raising awareness and belief in the law, gradually building and consolidating legal cultural values in social life.
4. How is Vietnam Law Day celebrated?
To organize Vietnam Law Day, the Government issued a specific Decree, Decree 28/2013/ND-CP, according to which Clause 2, Article 6 stipulates that Law Day can be organized in the following forms:
- Rallies; seminars, talks
- Law research exam
- Mobile law dissemination and exhibition
- Other forms as directed by the Ministry of Justice.
Thus, activities to respond to Law Day such as: proactively learning about the law,... are both the right and responsibility of every citizen, thereby enhancing the communication of legal policies to create consensus in society and improve people's understanding, awareness, respect and compliance with the law. At the same time, it is possible to increase the dissemination of law on mass media, focusing on dissemination on newspapers, radio, electronic information portals of agencies and localities, through social networks, grassroots loudspeaker systems, through online legal knowledge competitions,... Organize policy dialogues, online legal advice; through conferences, seminars, discussions, professional activities suitable to practical conditions.
